Neltner was charged with a technical foul, and Weems made both technical free throws.
Weems would hit two more from the charity stripe to seal the Arkansas win.
Vanderbilt Coach Kevin Stallings said he didn't really know what happened with the technical foul.
"I'm not sure exactly what happened," Stallings said. "It's just one of those things. I really don't know why we called that time out, but our guys are usually very, very reliable. That's the first time we've ever had a slip-up like that."
The Commodores would not be where they are if it wasn't for Neltner, Arkansas Coach John Pelphrey said.
"Ross Neltner is not the first guy to do that and probably won't be the last," Pelphrey said. "They certainly would not have 24 wins or been in a position to win the basketball game tonight if it wasn't for that young man."
Foster finished with 22 points - becoming Vanderbilt's all-time leading scorer in the process - to lead the Commodores (24-5, 9-5 SEC), who had their seven-game winning streak snapped.
Vanderbilt has lost seven of its last eight games against Arkansas.
"[Arkansas has] got a lot of talent," Stallings said. "I think if you lined up their talent and you lined up our talent, I'm not so sure that most coaches wouldn't take their talent. They're a very talented team, that's why we've had trouble with them."
For Arkansas, the win halts a two-game losing steak and gives the Razorbacks some momentum as the season winds down.
"[The loss at Alabama] was a tough loss," Townes said. "We just had to regroup and come back. We knew that this was going to be a bigger game for us, and we got the W. Now we've got to go back on the road and steal one down at Ole Miss."
The road has not been a friendly place for the Hogs, who have lost five of seven SEC road games.
Pelphrey said he was pleased to get the win, but is frustrated with the team not playing the same on the road as they do at home.
"I'm happy that we won, but I'm not happy with this team," Pelphrey said. "Tonight you saw some courage, some heart and some toughness. And I want to see that when we have to pack up our stuff and go on the road."
Pelphrey said he thinks the team is capable of stepping up on the road, but he hasn't seen it yet.
"Nobody loves playing basketball in Bud Walton Arena more than I do," Pelphrey said. "It's just awesome. It's electric. Maybe that's why we do some of the things at home that we don't do on the road. But we've got to have a little more resolve than that. We've got to have a little more character.
"We don't need mommy cutting the corners off the bread all the time, OK? She doesn't need to cut our chicken nuggets up for us so we can eat them in small pieces. We need to be men and go play that way."
