Some campuses offered free breakfast and other incentives to get students to come, Madison said.
"Bottom line is no one could get the students to take it seriously," she continued. "I have been told students 'Christmas tree' the exam. That is just show up and color in the [answer] squares."
The test goes back to a 1993 law resulting from bills filed by Rep. Jodie Mahony, D-El Dorado, and Sen. Charlie Cole Chaffin, D-Benton. At a time when states around the nation approved similar tests as a move toward accountability, Arkansas' House and Senate passed the Mahony and Chaffin bills.
Madison filed a bill to repeal the exam when she was in the Arkansas House.
"I had tried to get rid of this in '95, but at the time there were still members in the [legislature] who had sponsored the original legislation and they wouldn't agree," she said.
If approved, the bill will take effect 90 days after the Senate adjourns, usually sometime in August.
